Enclosure No. 1 to China Letter No. 1536/1041 of

21st December, 1926.

MEMORANDUM.

Patrol of West River by Armed Launches.

A meeting was held at Government House on Friday morning, November 19th.

PRESENT.

His Excellency the Governor.

His Excellency the Commander-in-Chief.

The Rear Admiral.

The Colonial Treasurer.

The Harbour Master.

The Honourable Mr. D.G.M. Bernard.

(Chairman of the Chamber of Commerce)

The question of Patrol of the West River and Canton

Delta by three armed launches was considered.

It was

unanimously agreed that in the interests of British Trade it

was essential, as an anti-piracy measure, to continue this

patrol.

It was also agreed that from the end of the present

arrangement for hire of the three armed launches "Faulknor"

"Onslaught" and "Nessus", which is in March next for two and

April next for the third, a fair arrangement would be that the Hong Kong Government should make a contribution of £100 a month for each of the three vessels for a period of at least one year, the balance of the expenditure in connection with the patrol be- ing borne by the Admiralty: also that in the case of total loss

of any of these vessels the Colonial Government should agree to bear half the loss which is now fixed at $50,000 for the "Faulknor" and "Onslaught" and $25,000 for the "Nessus", subject except in the case of the "Faulknor" to a depreciation of 71% per annum the other hal being borne by the Admiralty.

£

In the case of repairs necessary through collision

or fire it was agreed that the cost should be divided between the Colonial Government and the Admiralty as in the case of

total..
